Nacido con el fin de fomentar la afición por las diferentes disciplinas artísticas y el entretenimiento de la población alavesa, el Programa Vital por Álava pretende además dar una oportunidad de actuar en público a agrupaciones de artistas formados en las distintas escuelas del Territorio.
